For FV and FU license plate numbers, the permissions are the same in both Guangdong and Hong Kong. Both are used for mainland vehicles to legally enter Hong Kong.
The application policy for 2025 has undergone numerous optimizations, primarily due to improvements in corporate tax thresholds, vehicle license plate and driver qualification requirements, and simplified application procedures. Details are as follows:
I. Application Requirements:

Specific individuals | National People's Congress deputies and CPPCC members from Hong Kong and Macao, academicians and university presidents from Hong Kong and Macao, and holders of the Guangzhou Talent Advantage Card (A-level) can apply for tax exemption by presenting their corresponding work permits and qualification certificates; overseas Chinese or community organizations that donate 3 million yuan to public welfare undertakings can also obtain one application qualification. |

New energy vehicles applying for this type of license plate at the Hong Kong-Zhuhai-Macau Bridge port can also enjoy a 30% subsidy on processing fees. |

II. Application Process:
1. Online Application: Log in to the Guangdong Provincial Public Security Department's official website or the Guangdong Government Service Website, register a company account, and upload scanned copies of materials such as business license, tax payment certificate, vehicle parameter sheet, and driver's relevant documents. At the same time, fill out the "Application Form for Guangdong-Hong Kong-Macao Vehicle Crossing". The new policy supports acceptance with incomplete documentation; missing key materials can be pre-screened and submitted later.
2. On-site verification: Bring the original official seal and original documents of all materials to the designated vehicle management office to cooperate in completing the verification of business registration information and vehicle inspection. The focus is on verifying the consistency of the vehicle identification number and the motor power (for new energy vehicles). After verification, pay the fee and receive the acceptance receipt.
3. Complete the relevant procedures in Hong Kong: Purchase insurance for the vehicle that complies with Hong Kong regulations, apply for a "Closed Road Permit" from the Hong Kong Transport Department, and then make an appointment to complete the vehicle inspection at the Kwai Chung Vehicle Inspection Centre in Hong Kong.
4. Obtaining Approval and Vehicle Inspection Registration: After the review is approved, obtain the "Approval Notice" and use it to conduct a customs vehicle inspection to confirm that the vehicle has no signs of modification; then complete the customs and border inspection registration and obtain the vehicle electronic card and driver's card.
5. Obtaining license plate and installing electronic tag: Go to the Shenzhen Vehicle Management Office to obtain the mainland license plate and affix it, apply for the electronic identification tag to complete the cross-border registration, and you can then travel across borders normally.
6. Processing time: It is expected that you will receive a receipt within 20 working days after submitting the materials. The actual processing speed mainly depends on the government department's certificate issuance speed.

The table shows old license plates, which refer to FV license plate quotas for which approval or receipt was obtained before April 15, 2019, and new license plates, which refer to FV license plate quotas for which no receipt was obtained before April 15, 2019.
Other restrictions for the new license plate: You cannot change vehicles within 3 years of approval, and you cannot change the driver or co-driver within 1 year. (The policy has changed; you can change vehicles and drivers at any time now.)
