Hong Kong and Macao companies/enterprises investing in Guangdong; and special groups such as compatriots who donate more than 3 million yuan are also eligible to apply.

Core conditions

The applicant company must have paid a cumulative tax of ≥100,000 RMB over the past 3 years; the more tax paid, the more vehicle quotas can be applied for. For example, a company paying 500,000 RMB in taxes over the past 3 years can apply for 2 vehicle quotas, and 1 million RMB can apply for 3 vehicle quotas. Foreign-invested high-tech enterprises can apply for these quotas tax-free.

Vehicle and driver requirements

The vehicle must be a right-hand drive vehicle, less than 6 meters in length, with a capacity of ≤8 people, and modification of the steering wheel is strictly prohibited; the driver must be a Hong Kong resident, holding a Mainland Travel Permit for Hong Kong and Macao Residents and a dual Guangdong-Hong Kong driving license, and a maximum of 3 drivers can be registered per vehicle.

Application Process

First, log in to the Guangdong Government Service Network and upload scanned copies of your business license, tax payment certificate, vehicle registration documents, driver's license, and other materials to submit your application. After the initial review is passed, bring the original documents to the designated window for verification, followed by vehicle inspection. After the review is approved, you will receive the "Approval Notice for Motor Vehicle Travel between Guangdong, Hong Kong, and Macao," and then complete the Hong Kong transportation registration, customs registration, etc. Finally, you will receive your license plate and have an electronic customs clearance tag installed. The entire process takes approximately 1-2 months.

Applicant

High-level talents holding Youyue Card A are also eligible to apply for domestic enterprises within Guangdong Province. The FU number segment, originally reserved for official vehicles, is now a new unified FU number segment for cross-border vehicles between mainland China and Guangdong, with the same permissions as the FV number.

Core conditions

Companies that have paid taxes totaling ≥ 1 million RMB in the past 3 years are eligible to apply for one vehicle license plate. Companies located near Shenzhen ports that paid taxes totaling ≥ 1 million RMB in the previous year can also apply for similar license plates at the Hong Kong-Zhuhai-Macau Bridge port.

The vehicles must be left-hand drive, less than 6 meters in length, and have a capacity of ≤8 people. Pure electric microcars are prohibited. The main driver must be a mainland resident holding a dual Guangdong and Hong Kong driver's license and a business visa. The co-driver may be a Hong Kong or Macao resident.

Application Process

The online application process is the same as for the Guangdong Z license plate, requiring the submission of materials such as the company's tax payment certificate, vehicle registration certificate, driver's licenses in both Guangdong and Hong Kong, and business visa. After passing the initial online review, the original documents must be brought to the Guangdong Provincial Public Security Department Traffic Management Bureau's certificate processing hall for verification. After that, the vehicle inspection must be completed, the processing fee must be paid, and then the "Closed Road Permit" must be obtained from the Hong Kong Transport Department. Finally, after completing the customs and border inspection registration, the license plate will be obtained and the electronic tag will be installed. The entire process can be completed in as little as 15 days.
