Guangdong traffic police have officially refuted these claims: they are false. The dual-license plate policy has not been cancelled, and the relevant application conditions remain unchanged.

However, it is important to note that while the eligibility criteria remain the same, in recent years, Guangdong, Hong Kong, and Macau have continuously optimized and upgraded their policies to better facilitate cross-border travel, addressing the needs of inter-regional integration and development. A series of reform measures have further improved cross-border traffic efficiency and better served the construction of the Guangdong-Hong Kong-Macau Greater Bay Area.

To provide a clearer understanding, the following is a summary of seven cross-border vehicle facilitation measures implemented since 2024, organized chronologically.

I. Four Cross-Border Facilitation Policies Officially Implemented on May 1, 2024

Starting in May of this year, Guangdong Province introduced four key measures to facilitate cross-border transportation, focusing on simplifying application procedures, extending the validity period of quotas, optimizing vehicle inspection, and making driver registration more flexible.

1. Elimination of Tax Verification Requirements Between Different Types of Quotas

Previously, when applying for multiple quotas, tax verification was required between different quotas. After the policy optimization, as long as the applicant meets the qualifications for a certain quota category, they can apply directly without cross-verification of tax information, significantly improving processing efficiency.

2. Three Types of Quotas Unified as "Long-Term Validity"

All of the above quotas are now valid indefinitely. When applying for license card extensions, it is no longer necessary to provide qualification certificates again, greatly reducing the burden of submitting duplicate materials.

3. Further Optimization of Inspection Exemption Measures for Non-Commercial Passenger Vehicles from Hong Kong and Macau

The new regulations clarify:

Vehicles registered in Hong Kong or Macau only require one on-line inspection within 10 years;

Vehicles 10 years or older require annual inspection. This significantly reduces the frequency of vehicle owners traveling to the mainland for inspections and improves vehicle management convenience.

4. No Restriction on the Number of Vehicles a Primary Driver Can Register

For eligible primary drivers, the number of vehicles they can register is no longer limited, allowing for greater flexibility and efficiency in meeting the actual operational needs of family members or businesses.

II. Three New Convenience Measures Implemented from November 15, 2024

Starting in November 2024, Guangdong Province will introduce three key reforms targeting investment indicators and vehicle/driver changes, further enhancing the operability and flexibility of cross-border services.

1. Investment-type license plate extensions no longer require tax assessment.

When applying for an extension of an investment-type dual-license plate, no further tax assessment is needed. An extension can be applied for simply with the approval card, saving businesses and investors significant time.

2. "Vehicle replacement" no longer has an interval limit.

Previously, there was a certain interval period for vehicle replacement. Under the new policy:

Vehicle replacement can be processed at any time.

Vehicle owners can update their vehicles immediately according to their business and lifestyle needs, making them more suitable for cross-border business and daily use.

3. No interval limit for changing the main driver for investment-type license plates.

Similarly, the original time limit has been removed. Applicants can flexibly change drivers according to actual changes (such as personnel transfers, driving arrangement adjustments, etc.).

Conclusion: Dual-license plates are not cancelled, but cross-border policies continue to improve and optimize.
