Latest policies and border crossing information for Guangdong-Hong Kong dual vehicle license plates as of October 2026

         I. Latest situation at each port

        1. Hong Kong-Zhuhai-Macau Bridge Port

        Independent Application Category

Connecting Zhuhai and Hong Kong, it is suitable for vehicles conducting cross-border business activities via the bridge.

The relevant indicators have independent application requirements and review rules, and the tax thresholds of other ports cannot be directly applied.

Before applying, you should confirm the target vehicle direction, application category, and current quota acceptance arrangements.

        2. Huanggang Port

        Officially launched on October 12th

The Shenzhen Port Office announced on October 9 that the rebuilt Huanggang Port will officially open on October 12, 2026.

Provide 24-hour customs clearance services for passengers and passenger vehicles.

Passenger clearance services at the former Huanggang Temporary Passenger Checkpoint and the Lok Ma Chau Control Point in Hong Kong have been suspended.

The opening of the new port does not mean that all vehicle license plate application categories will be automatically opened; the application port option for commercial vehicle indicators still needs to be verified.

         3. Shenzhen Bay Port

It connects Shenzhen Shekou with Hong Kong and has both passenger and freight transport functions.

Passenger inspection hours are 06:30 to 24:00. Cargo inspection is available 24/7.

It is one of the important channels for cross-border business vehicles.

Investment-related quotas still need to be reviewed according to their respective categories, and the existence of new quotas cannot be assumed simply because the port is operating normally.

         4. Liantang Port

The eastern part of Shenzhen connects to the Heung Yuen Wai Border Control Point in Hong Kong.

The publicly available port information indicates that the operating hours are 07:00–22:00.

Starting from August 26, 2025, eligible vehicles with Guangdong-Hong Kong dual license plates at the Liantang Port can transfer to the Huanggang Port during designated late-night hours without needing to apply for additional visa exemption procedures.

The specific applicable vehicles and times must be verified in accordance with the official regulations for passage through multiple ports.

Cars with dual Guangdong-Hong Kong license plates can pass through multiple border crossings.

II. Latest application requirements in 2026: Guangdong Z and FV standards cannot be used interchangeably.

        1. Guangdong Z license plates: Hong Kong vehicles entering the mainland.

For common investment applications outside the Hong Kong-Zhuhai-Macau Bridge port, the Guangdong Provincial Public Security Department's public service guide lists the following tax brackets:

The target audience is typically Hong Kong, Macao, Taiwan or other overseas merchants investing in Guangdong, and it is necessary to verify their investment relationship with the receiving enterprises in Guangdong Province.

Other application categories include high-tech investment, specific talents, deputies to the National People's Congress or members of the Chinese People's Political Consultative Conference, and qualified charitable donors. Each category has independent eligibility requirements and cannot be simply determined by tax brackets.

        2. FV license plate: Mainland vehicles entering Hong Kong

The key to FV/FU investment-related indicators is not only whether the company has reached a certain fixed tax amount, but also involves the quantitative scoring and queuing review of investment-related commercial vehicle indicators.

        Key checks:

Does the company meet the application category requirements for enterprises within Guangdong Province?

Does the company's tax record meet the corresponding application requirements?

        Recent tax payment records and scoring based on queuing time;

        Application queues and current quota allocation status at target ports;

Whether the vehicle, Hong Kong registration documents, and driver qualifications meet the requirements.

        3. Special Circumstances at the Hong Kong-Zhuhai-Macau Bridge Port

The quotas for commercial vehicles using the bridge are managed separately. Meanwhile, Hong Kong residents may also be subject to another cross-border travel system, such as "Hong Kong vehicles traveling north," and the two should not be confused.

If you are applying for a commercial vehicle quota at the bridge port, you should separately confirm the applicant category, vehicle conditions, and current acceptance rules.

III. Shenzhen's policy on multi-port passage for dual-license plates for cars registered in both Shenzhen and other regions

There is a policy change here that is easily overlooked.

Starting from 00:00 on August 26, 2025, vehicles with Guangdong-Hong Kong dual license plates at Shenzhen ports can pass through ports that have been endorsed, and can also pass through some ports that do not require additional endorsement during designated periods, provided they meet the relevant regulations. One such arrangement is that vehicles from Liantang Port can transfer to Huanggang Port during designated late-night hours.

There is no need to go to the vehicle management office to complete additional procedures for eligible vehicles that do not require additional permits.

Ports of entry that do not require additional visas will not be displayed on the port of entry label on the approval card.

The original permit card endorsement and other procedures must be valid.

This facilitation measure does not mean that all vehicles can use all ports without restrictions, nor does it mean that the original application quota can be changed at will.

The latest information includes the FV/FU application guide from April 2026, the Huanggang Port opening announcement from October 9, 2026, and the business guidelines published by the Guangdong Provincial Public Security Department; however, there is currently insufficient reliable public evidence to confirm the latest approval rankings, remaining quotas, and estimated waiting times for each port and direction as of October 13.
