For changes to drivers registered for Guangdong-Hong Kong vehicle quotas, except for vehicles temporarily entering and exiting Hong Kong via the Zhuhai Port of the Hong Kong-Zhuhai-Macau Bridge, the restriction that "drivers can only be changed after one year of permit issuance" has been lifted for other Guangdong-Hong Kong vehicles since November 15, 2024. Changes can be applied for at any time, and each vehicle can have a maximum of 3 registered drivers (1 main driver + 2 co-drivers).


Required Application Materials:


Core Documents: Original "Guangdong-Hong Kong-Macau Motor Vehicle Travel and Driver Driving Approval Notice" (permit card), vehicle registration certificate.


Driver-Related Documents: New driver's identity document, valid driving licenses in both Hong Kong and Macau; if the original driver changed due to resignation, proof of resignation or termination of employment document from the original driver is required; if the new driver is an employee of a company, an employment contract is required.


Application Process:


1. Online Appointment and Application: Log in to the Guangdong Provincial Public Security Department's Government Service Website. Select the "Vehicle Quota/Reserve Driver Extension/Change" module under "Commercial Vehicles, Official Vehicles, etc." or "Operating Company Business" according to the vehicle type. Submit the driver change application and upload scanned copies of required documents. Simultaneously, complete the appointment.


2. On-site Verification and Fingerprint Enrollment: Bring all original documents to the designated window for verification at the appointed time. The new driver must be present to have their fingerprints recorded. Some ports also require the new driver to pass an on-site traffic regulations test. If you choose the "two-way express delivery" method, the original permit card and related fees can be collected by postal express after approval, eliminating the need for on-site visits.


3. Receiving the New Permit: After approximately 7 working days of approval, the updated permit card can be collected on-site or by mail, completing the driver change registration.


Special Circumstances Explanation


If the new driver's mainland driver's license was not issued in Guangdong Province, and the driver's information cannot be updated online (driver change of association business), an appointment must be made in advance at the Guangdong Provincial Public Security Department Vehicle Management Office service window for on-site processing.
